Why is it that sometimes after washing your hands, you get more bacteria on your hands after than before?

Much like the black plague in Italy the much reduced population in the country exploded from what was left and the living conditions were greatly enhanced. As with the bacteria they have more food and water. You can actually reduce that number by using an air dryer as bacteria live on the paper towel or what ever was used were as less live in the air as long as the hand is dried completely or else the bacteria have more water too.
