Your Open Question: Does CCLeaner make the deleted contents of your hardrive unreadable.? ?

We were watching a doentary in criminal justice cl, and it was on the FBI. They can recover deleted files, by running your hardrive through a machine. What if someone used CCleaner and did the erase 35x? Could they still recover anything?
