My dogs r always escaping frm home. whether i call them in a angry or nice way they keep running. advice???

theyre chihuahuas. i tried to take them for walks so they wont feel so locked up but no cigar. how can i keep them from wanting to bolt out everytime the door is open, && if they run how do i entice them back w/o running several blocks??
