Can I buy stuff with an unverified paypal account?

I just made a paypal account yesturday, I was selling a friend of mine a videogame, he didn't have any money on him so he just paid me through paypal. This is ok because there was somethings I wanted to buy online but I don't have a bank account or a credit card so I couldn't. My sending limit at the moment is $0.00. Does this have anything to do with the money I received being from selling somthing or do I just have to wait to be able to send money. I have read in various places that you do not need a verified account to send money.
